Biography of the Managing Director

Holder of a Single Doctorate in Management Sciences from the University of Liège in Belgium, Mrs. Rosaline Dado WOROU HOUNDEKON, after being registered on the eligibility lists of the African and Malagasy Council for Higher Education (CAMES), became an Assistant Professor, an Agrégé Associate Professor, and subsequently attained the rank of Full Professor of Universities under CAMES.

Professor Rosaline Dado WOROU HOUNDEKON is a specialist in Human Resource Management with extensive experience in academia and administrative leadership. In addition to her traditional activities of teaching, supervision, and research carried out continuously for nineteen (19) years at the University of Abomey-Calavi (UAC) in the Republic of Benin, Mrs. HOUNDEKON held high‑level leadership positions for more than ten (10) years within the university system as well as in several ministerial departments in Benin. In this regard, she has successively served as:

  • Head of the Department for Relations with Universities and National Organizations within the Rectorate of the University of Abomey‑Calavi (Benin) for four (4) years;
  • Director of the National School of Applied Economics and Management (ENEAM) for six (6) years;
  • Technical Advisor for the Promotion of Entrepreneurship, Partnerships, and Social Dialogue (TA‑PEPSD) to the Minister of Higher Education and Scientific Research (MESRS) of the Republic of Benin.

Beyond this administrative career within public institutional spheres, Mrs. HOUNDEKON has also held senior responsibilities in development projects and non‑governmental organizations at both national and regional levels for more than ten (10) years.

Furthermore, for the past five (5) years, she has served as an on‑site evaluator and online application reviewer for training program offerings of higher education institutions under the CAMES Program for the Recognition and Equivalence of Degrees (PRED).

With regard to her activities at CESAG, in addition to serving as an associate lecturer for more than a decade, she has been a member of the scientific and academic councils of several higher education institutions at the sub‑regional level, including the African Center for Higher Studies in Management (CESAG), where she served for five (5) years.

Likewise, Professor Rosaline Dado WOROU HOUNDEKON was, for more than a decade, a member of the Board of Directors of the National Center for the Management of Wildlife Reserves (CENAGREF) under the Ministry in charge of the Environment and Forestry.

She served as Coordinator of the Restructuring Project of the Regional Institute of Industrial Engineering, Biotechnology, and Applied Sciences (IRGIB) for two (02) years. She has also held the following positions:

  • Peace and Governance Officer, West African Civil Society Forum (WACSOF/ECOWAS), based in Abuja, Nigeria, near the ECOWAS Commission; WACSOF covers the fifteen (15) ECOWAS Member States;
  • Program Officer of the African Non‑Governmental Network for Conflict Early Warning (RANGAPC), Group for Studies and Research on Democracy and Economic and Social Development in Africa (GERDDES‑AFRICA);
  • Socio‑economist and Monitoring and Evaluation Officer for the gender approach of the Private Component of the Agricultural Sector Development Support Program in Benin (PADSA), in collaboration with the Embassy of Denmark;
